Dear Ward 5 neighbors,
One key to persevering in difficult times is to prioritize joy—especially when there are good reasons to celebrate. From coast to coast, this week has been a joyful reminder that there are millions of Americans who will stand up to authoritarian and corrupt government, defend the civil rights of our neighbors, and fight for an economy that works for everyone.
I am proud that this week I can share a major cause to celebrate in the District, too: in partnership with Ward 3 Councilmember Frumin and nine of my colleagues, I secured the passage of two important changes to the District’s tax code that will provide relief to vulnerable neighbors and families.
First, starting in tax year 2025—and therefore available to residents who file taxes in 2026—the District will provide a 100% match to the federal Earned Income Tax Credit (EITC). The income thresholds to claim the EITC depend on the number of children claimed as dependents on a resident’s taxes, but it benefits individuals without children making less than $19,104; joint filers without children who make less than $26,214; and families making less than $50,000-$60,000 (depending on the number of children).
Second, starting in tax year 2026, the District will become the first city in the nation to implement a child tax credit. Legislation to establish a District Child Tax credit was the first substantive bill I introduced as Councilmember in 2023, and it has been my top priority ever since. The child tax credit established by the Council this week will deliver a fully refundable credit of up to $1,000 per child for all children under 18 to individual filers making below $70,000 annually and joint filers making below $95,000 annually.
Both of these changes represent cash in the pockets of everyday Washingtonians facing enormous financial strains, including rising rents, more expensive energy bills, and diminished or interrupted federal benefits due to the ongoing shutdown. These credits build on important but unfinished work to provide an economic floor for every District resident—and especially our children.
